I never said there was "no way" Planned Parenthood would violate their policy. They have posted their policy, and if they fail to live up to it they should be held accountable.

In the example you posted, PP did NOT violate their policy, as there was no indication that the guy even asked for an application. Their employees (important distinction) did break the law in how they handled the situation, but it had Nothing to do with hiring practices, and, not that it is a valid excuse for their actions, I believe the guy was breaking the law as well.
