I've been riding for 30 years and have two uni's, a 20" regular-sized and a 6-foot Giraffe. Both are Schwinns and it's funny that the prices haven't changed much. $75 is what my folks paid when they bought me one in 1976.
As far as what to look for, they're not terribly complex...a seat, fork, wheel, and two pedals. You can't go wrong with a Schwinn (as evidenced by the 30 year old one I still ride). Make sure the saddle is comfy (well padded) because it'll chafe you if it's not. Also, the new saddles have plastic on the lower edges, front and back. That's a plus because you'll dump the uni quite a few times while learning.
