You may want to look: by Feng_Li 2006-11-19 12:55:59
Here, as they go pretty in depth. Basically from what I've experienced, make sure the seat can go high enough if you're tall, look for a good solid frame, and hard plastic bumpers on the front and back of the saddle, as you will dump it hard a couple of times while you're learning. Also, I don't reccommend a quick-release lever on the saddle post, because I can't get it as tight as a traditional (bolt and wrench) fastner. This is important, because when you start you wobble a lot, and this can twist the saddle around if it isn't tight enough.

I paid 85 euros for mine, along with a pump and flat kit. It's definitely more work that riding a bike, but it's a whole lot more fun. Mine has a 20" wheel, and I'm actually not sure what brand it is. I'd be happy to help if you have any more questions. Also, jdelphiki has been riding a lot longer than me, so he may be able to help as well. You also might try here or here.

Good luck, I heartily reccommend it!
