NOLO.com has a short definition of what it is. And the Wikipedia has a much longer explanation.

These types of liens can get property owners in quite a pickle if having paid a contractor in advance the contractor doesn't pay his subs. The subs can go after the property owner and the fact that the property owner has already paid may not be enough to avoid having to pay twice - even if the property has to be sold to satisfy the debt.
