the administration has changed multiple times, times have changed, the situation in Iraq and the Middle East has changed, even Hussein's behavior changed. At the time, Hussein waging war on Iran was deemed useful enough that his behavior to his own people was tolerated. That time is long gone, and has little to no relevance to Dubya's decision to wage war on Hussein.
