If the US felt it had no alternative that could benefit its national security and the security of the world as the US understood it, then it might have considered the national and global benefits that it saw to be more important than the benefit of the Iraqi people. If it saw the situation in the region change, then it could reasonably claim to be adjusting its policy to the situation. (Please take note: I tried to be very liberal in my use of qualifiers here.)
