that this could have been the case in the past. With the current administration it would have to stretch my credulity too far.

If a humanitarian benefit of something done to further US policy should (and as you say, it is unlikely to) be the deciding factor in making a decision, then possibly it could qualify as being a reason. If not, any collateral benefit to others trumped up as being a cause is simply propaganda.
