This also portrays a very limited view of American giving. I'm not familiar with this Presidential plea, but the fact that few people donated through this fund certainly doesn't mean they're not contributing elsewhere.
The donations to Katrina victims do not go through a single organization (let alone a single governmental agency). People donate through churches, through local and national charities, through personal appeals for specific victims...just like they donate to help the citizens of Iraq.
I agree--it would be very difficult to get Americans as involved in supporting a foreign nation as easily as they support their own countrymen. But let's not assume private Americans aren't helping all around the world.
