The government has never encouraged anyone to "hate Iraq." The propaganda (to use your term) might have been to raise concerns about the former regime, and even now to maintain the effort against the "insurgents." But I don't recall any time when the US Government has encourage hatred of an entire people.
...Well, maybe the French.

Seriously, one reason for wanting Hussein out of power was to help the Iraqi people. (Despite the disbelief of some members of this board.)
