procedure is to keep the status quo.

If the other bombers are waiting for a rush evacuation the chance for them to injure more people and to cause further confusion goes up dramatically. The main thing a terrorist wants to do is to cause terror and confusion so setting off a blast in a group of people already "concerned" about a blast will elevate that further and cause more deaths by people trampling others to escape etc.

Not always the correct responce I admit but it seems to work in most cases with crowds. In my Psycology classes and Police Explorers we covered the mob mentality and it is a very, very scary thing because people just react and they do not think.
