I'm afraid you are incorrect. For instance, even in some frame relay (which are public network) applications, the endpoints will be private address. Unless you are doing translations, the ip address in the packet doesn't change. So, your 223.x.x.x address would never be visible in the public network unless they themselves tried to talk to the public network. Has nothing really to do with Cisco, just with IP routing.
