it's a cost that's only incurred once, when the dam is constructed. All the other disadvanatages you've listed are ongoing. If built in the right place, the land flooded wasn't particularaly desirable for habitation anyway.

Here in NZ, most of our power is generated by hydroelectric dams, we have no native mammals (and the birds can mostly fly off ;), and the land (as far as I know) was government owned when the dams were constructed anyway.
