that new technology is making it appealing for smaller companies to bui out "depleted" oil fields from the larger oil companies - because the new technology that these smaller, newer companies have invested in will allow them to retrieve the oil that is still there, but that the larger companies didn't bother to retrieve when a) the technology would have made it more difficult and b) there were plenty of other oil fields to go play in.
