...volume. Sell LOTS of stuff at a lower profit margin. What you say is half true- the incumbent producers have no incentive to increase capacity at the current profit margins. But this is because the environmentalist/NIMBY lobbies add huge regulatory costs to new construction. Reduce the red tape, or wait until we're REALLY hurting and they can collect the insane profit margin needed to justify steamrolling the whiners.
