Which is better- an aging, inefficient plant built when environmental concerns were not an issue, or a modern, more efficient plant built to current specifications? Don't get me started on transport- I live 3 miles from work, but can't walk or bike since there are zero concessions to pedestrians. While I live in a large apartment complex, and work in a large office complex, the city bus system doesn't go by either.
