We have bottlenecks on both the refineries, the distribution system, and the transport system (most acutely our sea ports). NIMBY is usually the main roadblock for expanding any of these- the unwillingness to invest public or private dollars into decent efficient transport system being part of it as well.

But the enviro-whactivists are a serious factor. They're holding up construction of a new power plant near here (and our power grid is also aging and beyond capacity).
