It LOOKS like a Sharpie (permanent) marker, but comes off easily.
A quick scrawl of "Nice parking job, A[CENSORED]E!" across the windshield, with a few more choice epitaphs across the other windows, tends to do wonders...
Or, pay the nearest pet owner $5 for a baggie of the pet's stinky schtuff. Turning the baggie inside out, deposit the schtuff on the windshield, and use your finger inside the CLEAN SIDE of the bag to write your displeasure in the mess...
Or, and this is MUCH easier with the popularity of cell phone camera's, *take pictures* of the offense. Make sure you can CLEARLY see the license plates, and that the car is incorrectly parked. When you get home, upload them to your computer, print them, and mail to your local constabul's office...
