with so many complaints about the breakdown of law and order, was it right to needlessly divert these troops from patrolling the streets? As the author wrote: "there's no way they honestly thought there was some kind of threat up here just yards away from several huge military and police presences", so the task wasn't necessary. I've read this account in several different forums and have noticed that nobody questions whether wasting the time of these guys may have had a downside.
