but due to government bureaucracy those plans were delayed or never implemented.

People in the government have been to concerned that the 'i's were dotted and the 't's were crossed instead of getting help in there.

Homeland Security has set up around the country trucks full of enough supplies for 150-200 first responders for just this type of emergency. These trucks are maintained at full readiness at all times and there are contractors on call 24/7 to get these trucks to where they are needed. The closest trucks were never sent out because the governor or somoeone didn't sign some piece of paperwork. (Clicky!)

I say, screw the paperwork! Get the needed supplies in to the disaster area ASAP. Figure out the paperwork later. People's lives are more important than having the correct paperwork.

People died because of the government not responding fast enough and turning away people who wanted to help.

I read that FEMA turned away a convoy of 500 boats and 1000 people willing to go in and help save people from the flood waters. (Clicky!)

Beacuae of government bureaucracy the death toll in NOLA is higher than it should be.
