They are to protect their charges and defend the same with matching force. In other words Blackwater won't be shooting anyone unless they threaten something they are guarding or the guards themselves. Now if Blackwater was conducting Hunt and Kill missions I'd be upset, but I'm pretty sure they aren't. I'm also pretty sure that since they are contractors, such activity would be illegal for them to participate in anyway.
