Aren't we supposed to not point fingers?

How dare you actually ask a substantive question! You're diverting attention away from the relief efforts! For shame, for shame!

(Now, if I could be serious for a moment...)

It's pretty obvious who is controlling the mercenaries in NOLA. Big business, special interests -- the people who can afford to pay the cost of such forces. He who pays the piper calls the tune.

That being said, martial law is in place in NOLA. The security contractors there are subject to those constraints. Blackwater, at least, tends to actually be better trained and better equipped for their jobs than the workaday LEOs or even the regular troops.

I think it's probably more interesting to find out just exactly what their orders ARE than to worry about them trampling on law and life while following them. What are they protecting? I could see BellSouth wanting to protect the big data pipes. I could see natural gas companies wanting to protect their pipelines. I could see oil companies wanting to protect their refineries. I could see banks wanting to protect their vaults. I could see shipping companies wanting to protect their remaining port and shipping resources and goods. I could see any number of businesses wanting to protect their datacenters and other vital assets.
