the guy did not handle this well, and was apparently a fialure in his position. BUT, he should never have had to deal with as bad a crisis as got dumped on him. The city should have been evacuated. Once that didn't happen everything that followed was far far worse then it should have been. I don't entirely blame them for not evacuating though. It is hard to take a threat seriously after decades of near misses.
