Leaders rarely get to claim credit for good things except for the things which are clearly a direct result of his/her policies. If the murder rate goes down in Middle-o-nowhere, KY, Bush certainly won't get the credit. If, however, it were to go up, I'm sure Michael Moore would find a way to pin it on him.
