It always gives you a reference point which you can use to get back if you get lost on the page. Also it's easier to navigate in my oppinion.

I actually made a little survey on my school 5 years ago, where I asked some of my fellow students a question much like the one you're asking. They also chose the first option.

A classmate and I were working on a project where we were supposed to make a homepage for our course (Information Technology) and we interviewed between 20 and 30 students in the process of finding the best layout. More than 75% chose the one with static banner on top containing menus and static side panel on the left. We decided to use pulldown menus instead though - can't remember why, but in retrospect we should have gone with what the "customers" wanted.

Anyhoo, in the end it didn't matter, because the project was cancelled because my classmate dropped out just before the exams. Great!
