Any more than are Democrats, Social Democrats or Canadian Liberal Party members.

Right now as I see it there are three factions in the GOP. Social Conservatives (aka the Jesus Freaks) are currently the most visible, but probably do not make up an absolute majority. The next biggest block in terms of numbers is the Western Wing, (The old Goldwater followers) which is considerably more libertarian in outlook and truly does want smaller government, lower taxes, and less interference by government in daily life. The third and smallest group is the Neocons, who believe in using US power to defend and extend Western (Capital "W") liberal (small "l") ideals of government in the world.

Each group has its own interests, and are united primarily in their opposition to similar factions within the Democratic party. The groups have also staked out indivisual spheres of influence within the administration. The Social Conservatives have been most active in domestic policy, the Western wing has pushed hard for tax cuts and loosening Federal regulation of trade, industry, and the environment, while the Neocons are most concerned with forign policy.

It is the existence of these distinct factions within the party that causes it to both espouse smaller government and maintain the war on drugs.
