just the moral desire to help. The biggest obsticle is resources to help with. Regardless of how big the military or other helping orgs are, the resources are finite. Thus priorities get assigned, usually based on economic needs like maintaining stable oil supplies. Unfortunately, when people start paying for the moral good deeds in either taxes or lives, they tend to be a bit shortsighted in their expected return on investments (lower gas prices vs 1 million lives of strangers saved).
