They may not be as complete (Ha!) as the 32-bit version though, but that doesn't really matter as you can run 32-bit apps easily enough.

AMD's 64-bit chips support the entire 32-bit instruction set (and the 16-bit for that matter).

The latest versions of gcc can compile 64-bit on several architectures including AMD64 so that's not a problem.

As for distro, I'd suggest you try a few out and see which one fits you.
