Not necessarily. (Although it depends on how one defines 'reparations' - for example, are border alterations in favor of the victor 'reparations' or 'concessions negotiated by treaty'?)

But this is precisely my point. You brought up the analogy of 'the criminal profiting from his crime'. I interpreted 'the criminal' in this case as the US, and the 'crime' as the invasion of Iraq. Perhaps I misinterpreted there. My point, though, was that I don't think the US *is* profiting from this operation.
