moral responsibility is not the only reason for an intervention of this sort - a country is also warranted in attempting to improve its own situation. In this case, the Middle East is fairly unstable (and antagonistic towards the US as well). A decision might be made (might have been made) that producing relatively short-term antagonism and instability would have the long-term effects of increasing the region's stability and improving general feeling toward the US. This would be an additional motivator to become involved with Iraq, and the presence of two motivators (moral obligation and Realpolitik) could lead to a perception of Iraq as being a higher priority than, say, Sudan or Myanmar.
