...You have a dictator whose minions killed plenty of people himself, vs. the civil war mess. You can keep a bloody dicator in power indefinitely, whereas the civil war may eventually come to an end- especially if something is done about the "insurgents" coming in from OTHER countries.

Leave too soon and we create a power vacuum for another thug to rise to power. Stay, and we're accused of installing a puppet government.

Blood and terror for many years if Saddam and Friends had stayed in power. Blood and terror for hopefully only a few years while Iraq rebuilds the government. Say what you may about the US sticking its nose in other people's business, but your choice of "existing stable government" implies a safety that the Iraqis didn't really have.
