The civilian numbers are vastly more than the numbers of troops lost. Exactly what the civilian losses would be for a sudden withdrawl or a slow staged withdrawl I don't know. I do however think that slow gradual prcoesses tend to produce less of a shock and less of a blood bath than sudden changes in power structures.
