Seeing as we have one pretty much in every country we've ever entered, it would be insane to assume we would not, and "negotiate" is a funny word to use when we'll probably dictate the terms. If things go in the traditional manner, it will be resented and produce ill will, and we won't care. That's if and when we whittle our presence down to "just" having a base, though.
