I mean, really, how fast can you search a million row "database" that has everything written on paper? Crossreferenced with other pieces of paper holding related data that you need? A modern database can easily handle that...BUT you really have to take care to design your tables properly, with an eye to indices, foreign key constraints, etc.

OTOH, I do agree with the general sentiment. Some times paper and pen are all you need, in which case that's what you should use.
