I would recommend Firefox to any average user. It's definitely the apropriate replacement for IE as a simple no frills browser, stable, easy to use, and it's free.
But as soon as you want a browser with more possibilities, switch to Opera. It's obviously a bit over-complex for new users, but once you get to know it, you can enter a whole new world of functionallity. And then there's the whole thing about the massive speed difference, which has been discussed to death, so I'll stop now.
