a UPS (Uninterruptible Power Supply) could be:
1) Afast transition to another circuit (possible but I've never seen it live).
2) A fast transition to a motor generator (common).
or
3) Battery Backup.

A good UPS will even out power fluctuations. There are many variations - mostly some kind of feedback circuit and a large capacitor. Number 2) above will usually have batteries in series for the best transition.
Yeah, yeah, I know, all the UPS at Best Buy are battery backup and not industrial strength UPS but technically they are quite correct.
