NO it is not possible to get any resolution passed in the UN without ALL of the "Veto Power" nations allowing it. Guess which country is one of those which has a permanent "veto"?

There can never be any sanctions voted on by the U.N. against the U.S. because we would simply veto it, and then it just disappears.

The PROBLEM with the U.N. charter is that they were forced by all of the nationalistic screaming to put in the language that they did to stop the formation of an effective world-wide government. Most of the screaming was from the U.S. and the U.S.S.R., the two biggest spoiled brat children of that time. Now we're down to one spoiled brat-child, and that has obviously made us worse, more likely to have a tantrum and throw a wargasm at somebody.
