Not saying it is right, but people speed, and speed excessively. I have already admitted before that I speed. The rules of the road are there should be no passing to the right(in the US) technically if you are going 15 under the flow of traffic YOU are breaking the law. Its called impeding the flow of traffic. That might be why the cop didn't pull either of you over. Also I just thought of something that might be better for you. If you get a tailgater on you turn on your hazards. They are less likely to get mad if they think there is a reason you're going that slow.
