Bush being a victor. I believe that you have a valid point about the sanctions and possible revisions to them. Hindsight being 20/20 it might have been a better option.

Right now I don't think Bush is a victor, at least not how I see him. I see the world and the stability of that area especially as the benificiary of a chance for things to be different. The future will tell if it is good or bad. Since I can't see the future I can only hope it is for the good and not the bad.
