Ontario has a higher population density then the 4 Western provinces alone,

Population (in thousands)
Ontario - 12,392.7
Quebec - 7,542.8
British Columbia - 4,196.4
Alberta - 3,201.9
Manitoba - 1,170.3
Saskatchewan - 995.4
Nova Scotia - 937.0
New Brunswick - 751.4
Newfoundland and Labrador - 517.0
Prince Edward Island - 137.9
Northwest Territories - 42.8
Yukon - 31.2

Which in effect gives them more of a repersentation in parliment then the west. Though fair in a way, it means that politians only need to focus on Ontario and Quebec, and they can ignore the west.
