The sanction program is not working. Can you fix it so that it is working? After one year of monitoring the results, he would have had the answer (the UN would have probably failed to fix it due in large part to corruption). Once the abject failure of the sanctions program, and the failure of the "revised sanctions program" were able to be shown, he would have had rationale for independant action. He just would have had to start the war during the election and not portray himself as the victor.
