I think he could hurt things if he is not willing to listen BUT on the same token, at least you will always know where you stand with him. It could help things or hurt things, it all depends on Bolton, his orders from the U.S. Government on foreign policy (The whole government,not just the President!) and the people in the U.N. following the U.N. charter and not doing things that the TLP is about.
