The content is a left over part of the game, it is not actually part of the game, its a semantic argument. It is something they dropped, to avoid this controversy (most likely) but didn't take the time to go through the code and remove all the references to it out (may have taken ages, or maybe they wanted to relaese an Adults Only version in the future) so they blocked it. Once its removed from access its not really a part of the game. Just like all that extra content found for KORT2 is not part of the game, though you can find references to it if you search through the game files.
