Doing 45 in the left hand lane (unless that is all you could do due to traffic) would be considered dangerous driving (or whatever the US equivlent is called) and a far worse offense than speeding. The speed limit may be the fastest legal speed but that has nothing to do with which lane you are in. Slowest traffic should be on the right, people passing them the next lane to the left, people passing the people passing the people on the right should be in the next lane over etc... If you are not passing someone you should move back to the right.
