You are far more maneuverable than him and can stop far quicker, you can get out of the way easily if he is in front of you.

I'm with ChuckAB on this. If you are the slowest traffic on the road then you should be in the right hand lane, end of story. If people are passing you on both sides then you are causing a hazard. It doesn't matter if you are already going faster than the limit or not, you are making that road more dangerous by being in the middle lane than if you were on the right hand side.
Tapping your brakes, no matter how quickly, is the wrong thing to do in any situation unless you need to slow down. If someone is tailgating you then just ease off and slow down slowly so that there is no risk of you having to brake suddenly. This has the advantage of 1) annoying the person behind you but in a far less aggressive way and 2) is the safest thing to do.

The other guy may was a moron but that doesn't mean you have to aggravate him.
