So 80,000 pounds is not a valid weight... More like 10,000. And he can stop pretty much on a dime, as evidenced by how quickly he slowed down when he slammed his brakes in front of me.

The law says that the speed limit is the "maximum travel speed" for a section of road. I could legally do 45 mph in the left-hand lane of the interstate through the construction zone. I would be run over, of course, but it would be the other driver's fault.

The left-hand lane is for people doing the speed limit. The lane(s) to the right is(are) for people doing less than the speed limit.
