The car maker knows what locks they put in the car. They can look up the serial number of the lock, which they can use to look up the key pattern and cut a new key.

The locksmith who made me a new set of keys for my car when my original set got stolen did the same thing, he popped the lock cylinder out of the door, got the serial number and cut a new set of keys right there in the parking lot. It was kinda cool really, even if it did cost me $100.
