... guarantees all rights that Parliament decides you should have at any given time.

There is also no court in Britain that can absolutely deem an act of Parliament to be unconstitutional; i.e. there is no equivilent to Marbury v. Madison. ( The US constitution nowhere states that the Supreme Court can overrule an act of Congress; and early court used it's power of interpretation to state that they can.)
