Look at new cars. They don't even have an ash tray in them. Though technically you shouldn't throw butts out the window, if you're on an in town interstate(ie no grass even close to the road), There shouldn't be a problem. I definately agree that you need to keep the cigarette butts in the car though. a cheap ash tray is less expensive than the fire you could cause. And yes I'm a smoker and tired of people telling me where I am allowed to smoke.
