Actually, what we all know is that individuals will do anything to cover their...."bums". "The military establishment" and the government in general are very unlikely to attempt to hide any such acts - they're fully aware that the stories will come out eventualy and that attempting to suppress them will only make for worse publicity later. Look at the last time something like this happened - GW even publicaly acknowledged and apologized for the abuse at Abu Gharib. Anyway, while you may find his testimony credible, it's deffinitely not evidence.
