For all we can tell from this study, circumcision could Increase the risk significantly. If the circumcised group randomly happened to have far fewer exposed, and we cannot be certain they didn't, then their infection per exposure rate could easily be higher, while still being consistant with the results shown. Since we don't know the exposures, we cannot derive meaningful information from the results.
